A licensed and certified electrical service person is actually legally required to work on a hard-wired electrical appliance while a cord-and-plug appliance does not require someone with an electrical contractor’s license.

Do you need an electrical permit to work on household appliances?

If your electrical appliance is hard-wired, an electrical permit is required for the initial connection to the electrical system. Also, if you are replacing an appliance that is not like in kind (same function and electrical requirements) or is in a different location, an electrical permit is needed. An electrical permit is not required for an appliance that is link in kind or if the appliance is cord-and-plug.
